Starkloff was&nbsp;a quadriplegic since age 21, when he was injured in an automobile accident. He founded <A href="http://www.paraquad.org/">Paraquad Inc.</A> and led crusades that convinced St. Louis to install wheelchair temps on sidewalks and lifts on buses.
