Springfield, Ill. – With big budget problems, continued controversy over an early prisoner release program and a primary election looming, Illinois Governor Pat Quinn gives his first state of the state address today.
The speech is the governor's biggest opportunity to set the year's legislative agenda. But expectations for the address are low, as Amanda Vinicky reports.
