County takes over East St. Louis grant program

St. Clair County will take over a multi-million dollar federally funded housing program in East St. Louis.

The Belleville News-Democrat reports that the county board voted Monday night to take control of the southern Illinois city's Community Development Block Grant program.

The program's 2011 funding is more than $2 million from the U.S. Department of Housing and Urban Development. It will now be overseen by the county's Intergovernmental Grants Department.

Chicago HUD director Ray Willis says East St. Louis had a "lack of capacity" to run the program. Willis says city leaders are cooperating with the switch to county leadership.

County board members say when East St. Louis was in charge of the program projects didn't finish on time and some contractors weren't paid.
