St. Louis, Mo. – After returning from Philadelphia, where the announcement was made, Rigali told a St. Louis audience of Archdiocesan workers and the press that he hopes the church can prevent more of what he called "this great tragedy" of clergy abuse.
These people have to be assisted, they have to be helped, but also something that is so important in the life of any victim is reconciliation and also forgiveness, Rigali said.
But Rigali's critics say the archbishop has delegated to others much of the response to the crisis.
The archdiocese says Rigali has refined the archdiocese's sexual abuse policy.
