Madigan, Blagojevich Spar Over Illinois Budget

Springfield, Ill – The state budget is creating friction between Governor Rod Blagojevich and Illinois House Speaker Michael Madigan.

Madigan says the governor's budget plans depend too heavily on borrowing. He says that would just put a Band-Aid on the state's serious financial problems.

Madigan also said Tuesday that the governor's proposals to raise state fees should include an expiration date. That way, the increases would end when the state budget is in better shape.

But Blagojevich is defending his proposals. He says borrowing money is the best way to fix financial problems that were created in years past by lawmakers like Madigan.

Blagojevich says lawmakers should get ready for "a titanic battle" this spring over the best way to close a $1.7 billion budget deficit.
