Officer Wins ESL Mayor's Race

East St. Louis, Ill. – Carl Officer is returning to the East St. Louis mayor's office. He beat city councilman Eddie Jackson in Tuesday's election by fewer than 300 votes.

Officer was mayor from 1979 to 1991, and is a third-generation funeral home director.

Outgoing Mayor Debra Powell lost her bid for reelection.
