Upset in 24th Ward primary; voter turnout below 7 percent

A former St. Louis alderman who was recalled from office in 2005 over his support for controversial development projects in his south city ward seems poised to take his old seat back in April.

Tom Bauer defeated the current 24th Ward incumbent, Bill Waterhouse, by 12 votes: 437 to 425. Two other candidates split the remaining votes. Bauer will face an independent candidate in April by the name of Scott Ogilvie.

The three other incumbents facing primary challenges all won. Some of them will face opposition in the general election in April.

Turnout in the city was anemic, with less than seven percent of the city's 194,000 registered voters casting a ballot.

The board president and aldermen in even wards are up for election this year. 

As of 10:15 p.m., with all of the city's 203 precincts reporting, here are the unofficial resultsin those four contests from the St. Louis Board of Election Commissioners: (winners in bold)

In the 12th Ward, Fred Heitert, the lone Republican on the Board whose south city district runs along the county line, drew 197 votes in his uncontested GOP primary. But his opponent in April, Larry Arnowitz, garnered 498 votes in an uncontested Democratic primary.
