Land Clearance for Redevelopment Authority

Updated 11:45 a.m. Aug. 16 with statement from Darlene Green— The owners of the Scottrade Center in downtown St. Louis have gone to court to kick-start the planned $100 million upgrade of the home of the St. Louis Blues.

Kiel Center Partners asked a St. Louis circuit judge on Tuesdsay to force Comptroller Darlene Green to issue the bonds for the project. This is the second lawsuit related to the work in a week: three St. Louis residents sued Friday, saying it’s illegal to use public dollars to help private companies make more money.

The Metropolitan St. Louis Sewer District could spend up to $13.5 million demolishing abandoned buildings in the city.

MSD’s board approved an agreement on Thursday with the city’s Land Clearance for Redevelopment Authority. The move was long in the making. MSD has already demolished about 220 vacant building through a pilot program started back in 2010, and in 2015 the district announced it would do more.

The city of St. Louis officially owns all the land of the proposed new $1.75 billion National Geospatial-Intelligence Agency facility.

The Land Clearance for Redevelopment Authority closed on the last of the 551 parcels this month.

Soon the LCRA, the NGA and the Army Corps of Engineers will sign an options agreement for the land. Once they do, the city will have exactly one year to prepare the site.

Updated Friday, Dec. 11, 5 p.m. Developers say that construction is complete on the Arcade Apartments. Construction crews wrapped up their work last week and the first residents have moved in.

Jeff Huggett, a developer at Dominuim, says more than 100 of the apartments have been reserved. In a statement, he says the Arcade Building project is the largest apartment renovation in St. Louis in decades.

A group of residents is asking the National Geospatial-Intelligence Agency to cross north St. Louis off of a list of four sites the agency is considering for its relocation.

The residents delivered a petition with more than 95,000 signatures to the NGA on Wednesday with the help of the Institute for Justice, an organization based in Arlington, VA, and local group Save North Side STL.

Efforts to keep the National Geospatial-Intelligence Agency in St. Louis are in full gear.

The Missouri Senate passed a measure on Thursday that would capture up to $12 million a year in withholdings taxes from NGA employees for up to 30 years. That money would go to the city for costs associated with luring the agency to a north St. Louis site.
