The St. Louis Board of Aldermen has sent Mayor Francis Slay legislation that would tighten restrictions on the way junkyards handle scrap metal.

A bill designed to crack down on the theft of scrap metal in St. Louis city finally cleared its first legislative hurdle on Tuesday.

The legislation's been languishing in the city's Public Safety committee since June as Ald. Donna Baringer and scrap metal companies in the city worked out a dispute over payment methods.

Scrap yard owners, the police, and St. Louis city aldermen have a week to hammer out a deal on legislation the city's police department says will cut down on the rising number of metal thefts in the area.
