The Missouri House has given first-round approval to next year's state budget -- after spending most of Tuesday on amendments to the FY 2015 budget, including two attempts to expand Medicaid.  Both failed, and both were sponsored by state Rep. Jill Schupp, D-Creve Coeur.

House Interim Cmte. Wants Detailed Budgets Of Every State University In Missouri

Members of a Missouri House interim committee tasked with improving government efficiency complained Wednesday about not having access to the full budgets of any of the state's universities.

The committee was examining the Department of Higher Education.  Republican committee member Kathie Conway of St. Charles says the department's annual budget requests to the Governor's office do not contain line-by-line expense requests she says the committee needs to do its job.

Hearings Begin Into Efficiency Of Dept. Of Social Services & Other Mo. State Agencies

Two days of hearings are underway by an interim House committee looking into how well state agencies in Missouri are delivering services to their clients.

The hearings began with a critique of the Missouri Department of Social Services.  Dan Amsden with the group Spending Oversight Council testified that DSS officials are doing a poor job of preventing non-eligible people from receiving welfare benefits, and of tracking those who no longer need them.

Two Separate Mo. House Committees Reject Medicaid Expansion Efforts

Nearly 100 people crowded into a room at the Mo. Capitol to attend a hearing on HB627, which would have expanded Medicaid in Missouri. The bill was voted down 2-5.

Medicaid expansion is dead for now in the Missouri House.


First, the House subcommittee that oversees the budgets for the Departments of Health, Mental Health and Social Services voted to approve those agencies budgets without including Governor Jay Nixon’s (D) call to expand Medicaid to an additional 259,000 Missourians next yearState Representative Sue Allen (R, Town and Country) chairs that subcommittee.


“We can’t afford it…it’s not rocket science," Allen said.  "If we expand, taking federal dollars now, which I do not believe would not use some state (general revenue), even with what we’re told the feds would do now, there will be a time (when) the feds will back off.”

Mo. House Committee Wants More Info On License Fee Office Bids

A St. Louis County lawmaker wants more cooperation from the Nixon Administration as her committee looks into the way contracts for license fee offices are awarded.

State Representative Sue Allen (R, Town and Country) chairs the House Interim Committee on Government Bidding and Contracting.  She says the legislative liaison sent by the Department of Revenue (DOR) to her committee hearing this week was unable to answer her questions.

“We started asking questions, and he could not answer," Allen said.  "He came with a prepared statement…he couldn’t, or didn’t, go any further than that.”

New Mo. House committee to examine state govt. contracts

A new temporary committee has been created in the Missouri House to examine how the Governor’s Office of Administration (OA) awards government contracts.

The Interim Committee on Government Bidding and Contracting may also be used to recommend new legislation for next year’s regular session.  State Representative Sue Allen (R, Town and Country) will chair the committee.  She says last year’s controversy surrounding former Medicaid contractor SynCare LLC played a part in the committee’s creation.

Mo. lawmakers push anti-bullying legislation

Two bills making their way through the Missouri House would target bullying in public schools across the state.


State Representative Sue Allen (R, Town and Country) is sponsoring one of them.  It would require all K-12 schools to issue a statement prohibiting bullying and to install procedures for reporting and investigating incidents of bullying.
