St. Louis, MO – Four environmental groups had challenged the Army Corps of Engineers' decision to issue a construction permit to Holcim.
The groups have long opposed the cement plant, which would be the largest in the country.
They also claim such a plant would belch pollutants towards the St. Louis area.
But Holcim has long said it's going to use the best technology available to make the process as environmentallly-friendly as possible.
On Wednesday, a judge said the Corps did everything right on its end and was justified in issuing the permit.
