Missouri governor Matt Blunt delivers his first state-of-the-state address tonight. One topic the Republican will no doubt touch upon is education funding.
Blunt says public education is the most important thing state government does, and it was a theme throughout his campaign. But for decades, all three branches of Missouri government have struggled with just how to distribute the money.
