Missouri Tax Cut Could Cost Some Districts 20 Percent Of Their State Appropriation

When the Missouri General Assembly passed its tax cut bill, SB509, the Missouri School Boards Association released a chart showing how much money each of the state's school districts stood to lose if the bill became law. The chart compares the difference between Nixon's recommended level of funding for each district and the lower appropriation request that would result as a result of the tax cuts — a total of $223 million statewide.

The figure does not take into account a later interpretation released by Nixon's office that says the bill's language would actually eliminate the state income tax for filers with an income of more than $9,000 a year, a change that the governor's office said could cost the state $4.8 billion a year and jeopardize funding for basic services. Many factors go into the calculation of how much money a district gets from the state, which is determined by the complex foundation formula.
